For the past four years, San Francisco cop Jack Cates has been after an unidentified drug kingpin who calls himself the "Ice Man". At the Hunter's Point Raceway, Jack confronts Tyrone Burroughs and Arthur Brock. Jack kills Brock in self defense, but Burroughs escapes, and Jack is in danger of going to prison because Brock's gun can't be found. Jack finds a picture that proves that the Ice Man has put a price on the head of Reggie Hammond, who is scheduled to be released from prison on the next day. Jack tries to convince Reggie to help him clear his name and find the Ice Man, but Reggie says he won't help unless Jack gives Reggie the $500,000 that Jack has been holding on to for Reggie. Jack refuses to give Reggie the money unless Reggie helps him. After the bus that is transporting Reggie away from the prison is forced to crash by two bikers and Jack gets shot by the same two bikers, Jack forces Reggie to help him by having the hospital release Reggie into his custody. Reggie recognized one of the bikers as Richard "Cherry" Ganz, the brother of Albert Ganz, the escaped convict Jack killed years ago. Jack got shot because Cherry wants revenge for Albert's death, and Cherry and his partner Willie Hickok are the hitmen who have been hired to kill Reggie. Burroughs, who works for the Ice Man, was trying to hire Brock as insurance, just in case Cherry and Hickok fail. Blake Wilson, the head of the Internal Affairs division, obviously doesn't like Jack, because Wilson will stop at nothing to prosecute Jack for manslaughter in Brock's death, and it turns out that the Ice Man put a price on Reggie's head because Reggie knows who the Ice Man is someone Jack never expected it to be.

Allison is a "square" good girl who has decided she wants to be bad and falls hard for Cry-Baby Walker, a Greaser (or "Drape" in John Waters parlance). Spoofing Elvis movies and Juvenile Delinquency scare films of the '50s, this movie follows the adventures of Cry-Baby who, though he is sent to juvie, is determined to cross class (and taste) boundaries to get Allison back.

When two clumsy, ill-starred crooks, Marv (Daniel Stern) and Harry (Joe Pesci), decide to burgle his house, Kevin bravely defends himself and his home from the criminals by setting all sorts of cunning traps everywhere.

Soon the whole town is camped out on their roofs as Val and Earl lead them to safety.

Eddie and Lou are a couple of two-bit con men on the lam from a loan shark. They hide out in someone's house and they hear on the answering machine that (A) the owner of the house is out of the country for a month or two and (B) the housesitter supposed to watch the house for the absent owner won't be able to watch the house due to a new job in another part of the country. This provides for a pretty nifty arrangement for Eddie and Lou...until the relatives of the house owner drop by to visit. Eddie quickly adopts the guise of the person supposedly housesitting for the owner, and the shenanigans start from there.

Billy is a wacko pilot who loses his last straight job as a helicopter traffic reporter by getting into a screaming match with a driver. He takes a job working for what amounts to a CIA airline in Asia. Billy puts it as, "I'm used to being the weirdest person in the room. Here I don't even make the top ten." There is an insurgency shooting at them, government soldiers running drugs, a pilot who is supplying arms to the whole region, and those are the straightforward sub plots.

This would be a difficult task at the best of times but Joe has to contend with his girlfriends (he's two timing), a missing teenage daughter and an ex-wife. Los Angeles narcotics detective John Kimble has long been after drug kingpin Cullen Crisp, who is a psychopath. After John arrests Cullen for a young man's murder, John is told that Cullen's ex-wife Rachel — whose testimony could be a key to putting Cullen away — is living in Astoria, Oregon, and that she has a son. John and his partner Phoebe O'Hara are sent to Astoria to find Rachel. Phoebe, a former school teacher, is assigned to go undercover as a kindergarten teacher at Astoria Elementary School, where Rachel's son is believed to be one of the students. The problem for John and Phoebe is the fact that they don't know what Rachel and her son look like. When Phoebe becomes sick before the undercover assignment is to begin, John must take her place, despite the initial misgivings of Principal Schlowski, who eventually befriends John. On his first day, John meets first grade teacher Joyce Palmeri, whose son Dominic is one of John's students. As John spends months on this assignment, he bonds with his students and introduces them to his pet ferret. The town's single mothers find themselves falling for John. One of the students, Zach Sullivan, is a victim of physical abuse at the hands of his violent tempered father, who also physically abuses Zach's mother. John tries to convince Mrs. Sullivan to leave Mr. Sullivan and press charges, but Mrs. Sullivan is too scared to do that. One afternoon, as Zach is leaving school for the day, John finds a severe welt on Zach's back. John goes outside, hits Mr. Sullivan, and says that he has no choice but to press charges against Mr. Sullivan. Schlowski calls John into her office and asks John how good it felt to hit Mr. Sullivan, because Schlowski herself had always felt like hitting Mr. Sullivan. John soon discovers that Joyce's real name is Rachel Crisp — Cullen's ex-wife. And now, Cullen and his cold-blooded mother Eleanor Crisp have arrived in Astoria, and they are looking for Rachel — and Dominic, the son that Cullen hasn't seen in three years. And it's up to John to protect Rachel and Dominic.
