Storyline
In New York City, when a crime is committed, the victims are represented by two distinct yet forever intertwined forces. There's the police department, represented here by the 27th precinct Homicide Detectives. Theres Senior Homicide Detective Cyrus Lupo and his partner Detective Kevin Bernard who both report to their boss Lieutenant Anita Van Buren. It is their job to investigate the crime, collect evidence, interview witnesses and then, when the evidence points to a suspect or suspects, place the suspect(s) under arrest. The matter is then taken over by the prosecutors of the Manhatten District Attorney's office, Executive Assistant District Attorney Michael Cutter with support from his assistant prosecutor Connie Rubirosa who work under the watchful eye of Manhatten District Attorney John James McCoy, together they discuss deals, prepare the witnesses and evidence and conduct the people's case in the trial. Both teams work with the Medical Examiners Office, Crime Lab and Police and District Attorney psychiatrists. Matters are rarely resolved easily, or for the people involved, satisfactorily. Crimes are committed which frequently create public unrest and controversy, race, morals and beliefs are frequently challenged and manipulated, the guilty can go unpunished and the innocent ruined forever. The detectives and prosecutors are weary, cynical, flawed, human and vulnerable. And yet they are somehow still dedicated to their jobs, to make the guilty answer for their crimes and gain some sense of justice for the victim and the victim's family. These are their stories...

While en route to the Downtown Courthouse, a Lebanese prisoner is found killed in the back of the prisoner transport. Greevey and Logan suspect a Cuban inmate and the leader of an IRA organization. It also leads to government resistance as Stone and Robinette try to prosecute the case.

A baby is found frozen to death and abandoned at nearby hospital. A successful white stockbroker is found dead of rifle wound to the head. Although it initially looks like a suicide, the medical examiner reports that he was murdered. His coworkers immediately point the finger at "golden boy" Bud Greer -- a young, black junior trader. Bud tells Logan and Briscoe that success isn't about money, it's about power and with his major competitor dead, Bud now has the power. When Bud pleads insanity due to "black rage" the ADAs don't buy it for a second.

A delivery boy is lured to a remote location by two punks who kill him for the thrill of it. They are tracked down, but the evidence is shaky. They then accuse each other, thus casting reasonable doubt on each other's contribution. In an attempt to gather more evidence, recordings are made of their conversations with visitors in prison. On one tape a boy makes a full confession to his uncle, but it turns out the uncle is a priest. A legal debate ensues as to whether the tape is admissible. The result is that the two are no longer tried in one case, which undermines their mutual accusation tactic. McCoy manages to get a plea bargain from one of them and get them both convicted for the crime. In the background, detective Curtis learns that his wife suffers from multiple sclerosis.
